3 month data/airtime rollover

I have found over the years that the three month rollover is not the benefit it is touted to be. ISPs do not use the oldest first, but instead use the current month, then the previous month - which means that once the unused portion reaches the 3 month mark, it is likely to reach the ISPs coffers. I wonder how many millions the ISPs get using this method?

Every fibre ISP I've seen only has uncapped packages these days.
