30km ADSL ?

Telkom techie told me we had very bad quality copper, even though we are only 1,3km from where I think the repeater is located. When I pick up phone I can hear a lot of line noise or something that sounds like static from the Telkom line. And they never bother to fix it. Telkom techie told me that becoz of this low copper quality, even though I am close to the relay, I may not be able to get ADSL.
Can this be true ? Any1 had similair experiences ?
About 6 months ago I had a lot of noise and some DSL sync problems. Telkom techies came, checked the line, did something but never fixed it properly.
2 weeks ago it surfaced again with a vengeance. I log the fault, techie comes, does something and disappears. At one time someone phones and tells my wife that we should check the filters. (How? What are they thinking?) Anyway, I checked the filters - they were there. The noise on the line became so bad that sometimes I had to ask people to phone me on the cell phone.
I log another fault. Yesterday, Telkom phones to enquire whether someone will be at the premises. Confirming my presence, another techie shows up, listens to my story, listens to the noise on the line, disappears for about half an hour to check the street corner box and returns saying 'it is the cable from your pole to the next pole'. He replaces 20m of cable and everything is perfect now.

Just keep on logging faults until they fix it. Luckily, as long as you have internet that works for about 5 minutes or more at a time you can log the fault on Telkom's website. Saves you from hanging on the line waiting for a consultant, and listening to what an important customer you are.
 
Offcourze I would like to have as fast as I can get for as cheap as possible. I think it would take about 3 years' time bandwith to get to European price levels.

My use for big pipe is IPTV in HD, Youtube in HD, 320bit internet radio, online gaming. I would need at least 100Gb pm to satisfy my (personal) use.
