3200 (OC) explanation?

I know that Ryzen scales well with fast RAM, but all the motherboards I look at say 3200 (OC), does that mean it won't support default 3200 mem?

Looking at this one;

So I'd rather just save my money lol.

or does the 3200 mean I can OC the RAM to 3200 and the m/b will still support it?
 
Default speed is 2133MHz, in order to use the 3200MHz ram you will have to enable the xmp profile in the mb bios or set it manually for the OC to happen so the mb can run at higher ram speeds
