384 kbps line always at 336kbps... normal?

My 384 kbps Telkom/MWeb line (in Randburg, JHB) always downloads at max 336 kbps. During the day it's is sometimes a bit less but at 6am on a Sunday the max is 336kbps, it's pretty consistent too then, downloading at between 330 and 336 kbps.

Is this normal for a 384 kbps line and if not what can I do to change it? MTU or other settings?
 
That is about spot on. You have to keep in mind that you cannot get the full 384kbs dedicated to your downloads as there are protocol overheads for TCP/IP & ATM. ATM is between your Router & DSLAM while TCP/IP is for all internet traffic. The overhead for both combined is about 12-14%.
