3G Contract with Local Only bandwidth?

Does anybody know if Vodacom and kie offers local only bandwidth packages?

I've got a requirement to access remote servers, but they don't require internet access, but all I want to do is pull data from them on a daily basis. But these server might be sometimes only be on location for 1 month or less, thus making use of ADSL and the likes not an option.
