I have a Vodafone 3G K-3565 Z modem, I am trying to install/activate on Server 2003 but have had no luck.

Give us something to work with please, what have you tried, what error messages do you get?
Have you tried the modem on a Windows XP box?

Event Log details would also help.
Windows Server is not supported by the Vodafone software.
There is a user on here who managed to get his 3G working on Windows Server, but that was Windows Server 2008. I think he battled with Server 2003 and gave up.
