I think this may have been asked before.....

I have a e90 which I use from time to time as a modem.

Even when connecting using the USB cable, the link speed is stuck at around 450kbps (even though 3G signal available).

How does one get a 3G phone to actually function as a 3G modem at the appropriate link speeds (or is this one of those undocumented "special features" of these phones).

It doesn't matter if a 3G signal is available. It depends on how strong that link actually is. If you don't have great 3G coverage, you won't achieve any higher speeds.

Granted - but there seems to be no correlation to the signal quality.
Seems to be an "internal" limit in the phone?

Go to control panel -> network connections -> Right click on OTA USB modem -> Properties -> configure -> set maximum speed.

This still is 'just' 921600 bps. This is something that confuses me as well. Maybe play around with this setting. I doesn't seem to make a difference.

not sure whether this is a bright idea or not but i'm assuming wifi might be quicker, if your pc has wifi.. try http://www.joikuspot.com
turns your phone into a wifi hotspot

Okay I checked. It makes now diff whether modem speed is set to 921kbps or 1.2kbps - the connection speed remains unaffected.

My recommendation: connect your phone using fastest possible connection (i.e. USB).
Just make sure you're using a USB2.0 port 'cause USB1.0 has 1Mbps limit
