Have you tried phoning some of the rubber specific suppliers? I don't think this is something they would list every size online.
Otherwise ordering from China may be an option.

To cap off steel pipes used for weighting my outdoor canvas blinds so they don't destroy the canvas, brick work or elastic tie downs.

Clever. Now that you mention this, my steelpipe doing the same job is open ended. I'll have a look over the weekend what i can find in this town.

Go around different hardware shops, I got a ladder using it, sometimes get them at different shops.
