It makes no sense to me either, but I managed to find this on the US WoW forums at least :

Do you understand those numbers? They are based on a ratio of how many players have 70 hunters to how many hunters are in 2200+ arena teams. Do you know how many huntards there are out there? A countless swarm. Do you think they will get in 2200+ arena teams? Of course not. It is well known that hunters have a large, some might say majority, population of knuckledragging, mouthbreathing, gutter-dwelling neanderthal huntards. Do you honestly find those numbers surprising?

Yep, seems to be what it's about - here's a better explanation of it :
A few days ago Kalgan made a post about the populations of player-classes in 1800+ and 2200+ arenas. He did it off a percentage system, with 100% being exactly where 'Blizzard wants' the class to be. He didn't specify what, exactly, that meant, but hunters came in surprisingly low in all brackets, at 43.0 %, 50.2%, and 43.2% in 1800+ 2v2,3v3, and 5v5 respectively.

Ever since, hunter idiots have been posting the numbers rampantly across boards, blathering about their horrible arena PvP abilities and whining for buffs.
