460MHz spectrum

Is the 460MHz band open or not (I want to use 2way radio in that band). Radio I'm looking at (can buy it second-hand from a friend who bought it in the US) is the

Cobra Microtalk PR4700WX

There are certain public frequencies on the 446MHz band... but not 460MHz as far as I can remember, that's private.
If you want to have some more fun, take a look at the Kirisun PT4200 radios. They push out a lot more wattage than the Cobras (4.9W compared to 0.5W) and the range is substantially higher. No need to worry about the fact that the legal limit before requiring a license is 1W, as these radios are used by the CPF (community policing forum) and are therefore overlooked.
