I see thanks for the thorough reply... Some 4k tvs have an 8bit chip and it won't be compatible with the future 4k standard.
So what do you think about the lg 65ub950t.. It has HEVC will it be able 4k blu ray dvds? Is it a good buy?

That is an IPS panel with 24 bit depth on each pixel at 60 fps. Yes, the picture it displays should blow your mind.
The TV supports H.265, which means that if you plug a flash drive into it with an H.265 file on it, then the TV has the codec ability to play it.
WARNING: I doubt very much that it can play a 4k60p file on it. Most beefy HTPCs will have an issue with that. You will need a dedicated HTPC to play 4k content at 60fps.
The 4k blu ray will require a new blu ray player, which should be able to push 10 bit content at 4k 60fps to the panel. The panel doesn't care: it gets told what do do through the HDMI. The panel doesn't need to be H.265 compatible in this case. The fact that it is H.265 means specifically the TV can do the decoding of the file its self, rather than being told what to display by another device (HTPC, blu ray player or satellite decoder).
Be careful though: Being a IPS panel, there will be noticeable lag in what the panel displays: normally around 200ms. This is fine for watching videos (so long as you synch the audio), but if you are trying to play games (Xbox One or w/e) or plug it into a proper gaming PC to play games, you will have an awful time.
IPS panels are also significantly more expensive than "normal" TN panels (which have much narrower viewing angles, less ability to display black but have response times of around 2ms). For anything other than playing games, it is a good idea to pay the premium for an IPS panel.
To be honest, I'd wait another 6 months at least before buying a 4k panel. There is hardly any content available yet, and the first generations are always waaaaay overpriced (to pay for all the research and dev that went into them). Better idea Christmas next year.
