I am pretty sure these prices exclude analogue phone line rental (e.g. BT line which I think cost around GBP10 per month).
It is stated that a phone line is a requirement

If the ADSL regs come in at least you'll have a 10 gig intl cap to burn up in an afternoon with ur 4mbps line and unlimited local...until then we can only dream.
