I agree, it could be various reasons and I didn't give enough info ... the truth is that I was just trying to vent some frustration... but when you narrow down the options, all fingers point at Telkom:
International browsing and download speeds are terrible, very slow response and errors across various random and completely unrelated sites.
High ping/latency and high packet loss = continuous timeouts
ADSL Line = Telkom / SAIX
ISP = Telkom
Problem = Telkom
Whether it is a general problem with an exchange or a particular problem with my line, the problem is still Telkom
I don't have access to the SAIX Noticeboard, so I was just trying to determine whether other people are experiencing similar problems or whether I should log a report for my line.
