Just had a peak at the Nersa draft consultation paper.

While Eskom wants a 53% increase, the real increase it is suggesting to Business and Domestic users is more like 70%, this is to accomodate the "Indigent" population (poor). In addition they wish to make a profit of R12.7 Billion after tax, probably so as to maintain there bonus scheme
