56% increase in missing dockets

Johannesburg - There has been a 56% increase in the number of missing police dockets over the past year, the Democratic Alliance said on Sunday.

This statistic was extracted from a reply to a question in Parliament by the party which believes this is evidence that the SA Police Service is in the grip of a major crisis.

In 2005/6, 382 were lost or stolen; 427 in 2007/8 and in 2008/9 668 dockets used to record information that can be used for a prosecution, have gone missing.

Only 6% (41 of the 668 cases), resulted in "disciplinary procedures" being taken against the members responsible.

"This means that there is no effective deterrent in place, and, thus, that the situation is hardly likely to improve," said a statement from DA MP Diane Kohler-Barnard.

"It goes without saying that missing dockets represent a severe impediment to any police investigation, and the Minister cannot stay silent any longer on what measures are being taken to address this crisis."

Forensics backlog

Since June 2007, there was a 93.8% increase in backlogs at Forensic Science Laboratories countrywide - up from 6 068 to 11 758 backlogged samples in the most recent figures released.

The strain on police investigations and delays in court cases constitutes "one of the most serious impediments to a properly functioning justice system", she said.

Backlogs in chemistry samples (up 103% since June 2007), and scientific analysis (61%) were also a concern.

The DA suggested urgent steps to eliminate vacancies in the laboratories and a "much better" performance-based salary scheme.

"The war against crime can be won if we have a well managed and resourced police service, it is clear that the ANC is incapable making this a reality," Kohler-Barnard said.

Last week the party said the police had lost, had stolen or otherwise misplaced 8 286 firearms.

Remember the amnesty for handing in weapons - there's no way that I would have handed in a working weapon to these monkeys - I'm sure these weapons were in the hands of the hijackers after a few bucks in the policeman's pocket.

The South African Police Service (SAPS) has lost, had stolen or has otherwise misplaced 8 286 firearms - including pistols, shotguns, rifles and revolvers - over the past three years.

Of these, it has recovered less than 900, according to a written reply by the Safety and Security Ministry to a parliamentary question posed by the Democratic Alliance.

And to top it off, if you want to keep a firearm, you need to have this shady lot come to your home to inspect your gun safe. :eek: 5 minutes after leaving your home they'll be on the phone to their mates telling them that no.5 Maple Drive is this week's jackpot. In the front door, third door on the right, wardrobe, gun safe.

Then, while we're at the task of not being able to enforce any laws, let's make an additional ton of stupid laws that can never be enforced but only serve to suck dry the man on the street. Like this new BS story about having to have a permit to fill your fscking swimming pool. You'll still pay for the water to fill it, but you'll need a permit for that. Or what? The pool police will come and cut your water off?
