A new trend by Verizon Communications?

According to an article in the New York Times:

"Verizon Communications said yesterday that it would allow current customers in 13 Northeast states to drop telephone service but continue to get high-speed Internet access through digital subscriber lines.

Verizon characterized the new policy, which took effect yesterday, as a first step toward offering stand-alone D.S.L. services in all regions where it operates.

Consumer advocates, and some legislators and regulators, have criticized the nation's major telephone companies for failing to offer stand-alone D.S.L., which would allow consumers to buy high-speed Internet services without having to pay for phone service.

The critics argue that the companies, desperate to hang on to phone customers, are unfairly limiting consumer options.

Of the four major phone companies - BellSouth, SBC Communications, Verizon and Qwest Communications - only Qwest has offered stand-alone D.S.L.

In the change announced yesterday, Verizon said it would offer stand-alone D.S.L., but only to existing customers and only if they agreed to move their landline phone number to a wireless carrier or to a company that offered Internet-based telephone service, like Vonage or a cable company."
