A number of problems...

Lets start at the beginning,

The two front USB ports on my PC dont work, first it was one port and now the other as well. I used to have a problem with a windows balloon thing always coming up and saying USB device not recognized although there was nothing plugged into the front and only 2 printers in the back which work fine and appear in device manager. Device manager always shows an unknown device though, and I dont know what that is referring to. But most importantly I need those 2 front USB ports working, and they are connected to the Mobo (I checked).

Next prob, started when the electricity tripped.

Occasionally my screen just "Blacks out" like it stops receiving the signal kinda thing, and after a few resets it comes back on. Problem two, sometimes after one of these resests as the pc turns on there is a continuos series of "Long Beep - 3 sec paus - Long beep - 3 sec pause........" and after a few resets that also comes right. And then yesterday when I reset it the one day the power light on my box just kept flashing, with only the fans spinning, I had to turn it on and off to get the pc to boot.

So whats your bet?
 
Not good. Has your front usb's ever worked? Sounds like the are not connected correctly to the mobo. As for the beeps, might be ram, might be the mobo and that could be why it ain't starting up...
 
Could also be power supply dying, flashing power button doesnt sound good.

Fairly. I dont know why you are asking, but I assume its not for a good reason...
Have you tried reinstalling the drivers for USB2. I think you need the Windows disc.
Nope. but I will try it and see what happens. It must be connected because it is one wire connecting the two and first one was working, now none. But Ill reinstall the drivers. Can I just stick in the cd and do it again or must I uninstall the old one first?

The front ones both used to work and slowly died. Not sounding good...

I seem to have forgotten to mention that the LAN socket at the back of my PC also just stopped working yesterday. The green "link" light doesnt come on at the back of my pc, so now I have to run my router through the usb port on the back of my pc
 
I reckon your motherboard is giving up the ghost. Check for bulging caps around the processor or anywhere on the board for that matter.
