Someone drove our vehicle - with our permission - and received a speeding fine. We do not want to pay the fine ourselves. On the infringement notice, we are given an option to nominate the driver on form AARTO 07.

My question:

On the form, it states that the form must be completed electronically (???) and submitted to AARTO, OR electronically completed on their website, and signed before a commissioner of oaths.

Does this mean that it must be completed on a computer, then printed, then signed before the commissioner of oaths and then posted to them by registered mail?

So, no way of submitting it electronically?

Most probably in cases like this yes: The 'electronic' method is going online, getting the form, printing it out, drawing your johnny hancock on it, scanning it in, potentially converting it back to a pdf, mailing it to some unknown recipient and spending the next 3 days trying to confirm receipt ...

At least it's not one of those: "This document may not be copied or duplicated in anyway." - "Please submit the form in triplicate ... " types
 
Can you not sort it out with the person directly? IE, you pay fine, they pay you. You worried about the record?
 
It's a real pain in the arse as us usual when dealing with the guavamint.

It's an editable .pdf, that you download, fill in your details, then print, sign, get stamped, and then sent by registered mail. Also, their website is probably wrong (the one printed on the notice itself). It was when I got one. Someone else registered the domain before the gov. managed to. Awesomeness as always.

It's the kind of slack person who will never get around to paying the fine OR refunding me if I pay. I am tired of people who cannot accept responsibility.
 
what is a vehicle operator card number? This has to be entered onto the AARTO 07 form?

Are they referring to a driver's license card number?
 
Thought I would clear up a couple of points.

Electronic Submission - There is currently no way to electronically submit forms. There are two types of forms i.e. standard forms (which are completed by hand) or electronic forms (which can be completed on your pc). Both however need to be signed, stamped by a commissioner of oaths and then submitted via registered post.

Has AARTO gone live - It is currently running in Pretoria and Johannesburg. It is in the process of being rolled out to other areas. Demerit points will not come into effect until it has been rolled out to the entire country. This is set to happen within this financial year.

32 days / 14 days - You have approximately 42 days from the date the fine was issued (32 days plus +-10 days grace for the time it takes to receive the fine in the post) to submit either proof of payment, an AARTO07 form (nomination form i.e. it was another driver) or an AARTO08 form (representation form i.e. this fine isn’t valid, I have an excuse). Note that if you pay the fine within this first 42 day period, you only have to pay 50% of the fine. After the 42 day period has expired, you will receive a Courtesy Letter (reminder). You then loose the 50% discount and the option to nominate another driver but can still pay the fine or submit a representation. See http://www.r2-x.com/aboutaarto.html for some additional info.

Vehicle Operator Card - This only applies to Operator Card vehicles i.e. trucks, buses, taxi's etc. Normal passenger vehicles do not have an operator card number and this can be ignored.

Would the AARTO 07 form still be accepted if I do not have a copy of the driver's ID doc? This is also requested on the form, but i have been battling to get it.

The AARTO07 form requires information regarding the nominated driver’s license details i.e. license code and also requires you submit supporting documentation i.e. driver’s license or ID of the nominated driver. You will unfortunately need to obtain a copy.
