I noticed a problem that started yesterday and reported it to Absa, here is their reply.

Dear Sir/Madam

Kindly accept our apologies for any inconvenience.

Please be advised that there is a delay with the sms notifications.

Our system engineers are currently attending to the problem; I unfortunately do not have a stipulated time as to how long it will take them for resolution of the problem. I do appreciate your patience while we resolve the problem.

Seems reasonable enough.

I've noticed that with my bank the time delay seems to depend on whether its a place I frequent...some of those take hours. Whilst if its out of my way or its a small retailer it seems to be instant. Almost like they are prioritizing the ones that might be sketchy. Or maybe I'm imagining things. :D
