telkom always say when we get capped they decrease out speeds..
But this is not true.. Telkom doesnt have the technology to this..
Wat telkom actually does is that it puts ur request to a address at the back of the traffic line.. And keeps putting you at the back of the line.. thats y u can surf at normal speeds at like 4am bcuz there is no traffic..[
