Dude in gta you can murder anybody, why is this such a problem i wonder.

I think the problem comes in that it is a Mission to go and mass murder civilians where in most other games you can shoot civilians if you like but that isnt the main objective.

Thats just kinda my take. Also not saying its a bad thing, im gona klap those civies once
