Administrative process for leaving the grid?

Nope, completely off grid in CoCT and not paying any connection fee either.
Neighbour down the road had the city remove his connection a few months ago, and now also pays no fee.

Unless you can point me to an actual bylaw that states this, I am going to have file this under urban legend.

If you have any kind of generation - whether fully offgrid, ongrid or hybrid, CoCT requires you to register for SSEG (not to be conflated with CoCT's previous grid feedback also named SSEG).

In order to register for SSEG, you are required to sign up for either a new application for electricity supply (if there is none), or amend the existing supply.

Read your previous reply as well.

Nowhere in any of those docs, or any of the other regulations that I have read about from CoCT, does it say that a grid connection is compulsory or that you have to pay for it. All they are saying is that even if you are completely off grid, you still need to register your system with the city. Which, after I queried it, made sense to me.

The meter sections you just leave blank.
 
How did they "remove" it? Did they charge for the labour and waste of infrastructure?
Yes, after a marathon run-a-round eventually the city guys pitched up and removed it. Total was just under R10k for him. I payed about R6k back in 2018 when I had mine removed - but back then the city was not as clued up as it is now, trying all kinds of tricks.

It is about as easy as cancelling your TV license.
