Here's an answer I prepared previously.Nope, completely off grid in CoCT and not paying any connection fee either.
Neighbour down the road had the city remove his connection a few months ago, and now also pays no fee.
Unless you can point me to an actual bylaw that states this, I am going to have file this under urban legend.

No they did not They already did or are trying to. Off-grid is allowed as long as you still pay for your connection. Not having a connection is banned now so how is off-grid not banned then?mybroadband.co.za
Notes -
If you have any kind of generation - whether fully offgrid, ongrid or hybrid, CoCT requires you to register for SSEG (not to be conflated with CoCT's previous grid feedback also named SSEG).
In order to register for SSEG, you are required to sign up for either a new application for electricity supply (if there is none), or amend the existing supply.

Yes, after a marathon run-a-round eventually the city guys pitched up and removed it. Total was just under R10k for him. I payed about R6k back in 2018 when I had mine removed - but back then the city was not as clued up as it is now, trying all kinds of tricks.How did they "remove" it? Did they charge for the labour and waste of infrastructure?
