Yes it will. I have 3 XBox's in my house and we all game at the same time on 4mbps with ease.
When I had a PS3 that was also able to work same time. PS3 hardly got used though so flogged it.

The average game uses a continuous average of 5.5k/sec in and 3.5k/sec out (if not hosting the game). So you can actually put quite a few consoles on the same line with no problem.
I often host XBox Live games of 12 players with plenty bandwidth to spare.
I run Kerio Winroute Firewall and monitor it via my notebook when playing which is where I get these stats from.

While we don't have XBL in South Africa you CAN play local games. You head over to the XBox local forums, pick out a few gamer nics of gamers that play games you are interested in, then add them as a friend via XBL when online. From there you get into their games then add other local players in the same game to your friends list. You will full you friends list over a few days and makes it easy to find games as you can see what they are playing and join if space.

XBL from South Africa is also a lot better now-a-days. Often I just select "Find Games" and get dumped into local games. If there are no local games with space you will end up in an international one.
