adsl and 3G

I just want to know how Vodacom 3G access international sites because I get a timeout and no connection to international sites on my ADSL but no connection problems with My laptop with Vodacom 3G?

I beleive vodacom blocks ICMP and tracert - is this still true?

I am on Vodacom 3G and have had no downtime as of yet. Vodacom must get their bandwidth from another source then.
