ADSL Cap Calculation

I am somewhat familiar with how Telkom "Soft Caps" users,

But how is the soft cap calculated?

Is it something like:

Total bandwidth available at exchange / number of capped users ?

If so then do users at exchanges with limited subscribers experience 'greater' soft caps?

I apologize for a somewhat "N00b" question.

I think it more like total bandwidth available / number users - I suspect it further takes into account the individual users habits.

Total bandwidth available / 3 = HUGE cap !!
