ADSL capping not working

The capping method provided by telkom to ISP's to cap their customers seems to be useless!
Telkom has provided the ISP's with the option to limit bandwidth to 16k or 64k for capping puposes.
After capping some customers we found that some of them downloaded a further 3gig a day?
The 16k option seems to be useless?

I really feel sorry for the ISPs when they get billed for bandwidth at the end of the month because of Telkom's technical incapabilities.
