ADSL Connection cost

I would just like to know if you disconnect your ADSL connection and connect with a deferent ISP account do you pay telkom for every time you disconnect and reconnect?

The ADSL line and ADSL account (ISP) are independent of each other. When you change ISPs you are not "disconnecting your ADSL connection", you're only changing the account; and there is no charge from Telkom (unless you have a contract with them for the account.)
