ADSL downgrade fee

Our ADSL has deteriorated to such an extent that I am thinking about downgrading to a 2mbps package for unacpped downloading and then using a 3G connection for browsing and streaming.

Does Telkom charge a fee to downgrade from 10Mbps to 2Mbps?
