ADSL Installation charge justification

Hi, I would like your input on the following issue.

I moved into my new home where there was no phone line going into the house. During the technicians visit he installed a phone line, and checked that the ADSL connection was working. He then left.

I received a bill for installation of the phone line and for the installation of ADSL.
My understanding of ADSL installation is that the technician installs the modem and POTS filters. He did not do this, he installed a phone line by running a cable into my kitchen from the point outside my home. He then said that the ADSL line is working by doing some sort of check and then left.

My question is should I have been charged for ADSL installation or not? I agree with being charged for a phone line installation but not ADSL since I setup the modem (not a telkom modem) and POTs filters (bought at a Telkom shop) by myself.

Too my knowledge ADSL installation is only the setup of the line at the exchange and testing it to ensure it syncs. The filters I've always had to buy seperatly and install and the modem is only installed if you bought one from Telkom. I do stand corrected on this but through about 7 ADSL installs and 2 moves this has always been the modus operandi.

The issue of paying for a telephone line installation has always been a sore point.

Therefore you are implying that the ADSL installation charge on my account is correct, because of the work done at the exchange. I thought the work done at the exchange was free and the installation charge was for them having to help you at your home by installing modems, POTS.

I phoned 10219 at 11H45 .. the call was answered immediately :eek:

Here is the procedure:

Install the telephone line = R342.30
you get:
- a POTS point on the nearest / most convinient exchange.
- a line into your house at a point of your choosing, as directed by you to the technition.

Install the ADSL "upgrade" = R437.50 ...
you get:
1 - Teklom does a Conformancy test on the line. If the test fails you pay nothing. If the test passes you get charged .. LAWL
2 - They setup a port on the exchange
3 - They plug your line into that port without warning you that you will be disconnected for a short time.
4 - They come over to your house and must use their own ADSL modem to test the line. If their modem connects, their task is done.
5 - YOU MAY ASK THEM TO CONNECT THE FILTERS. IF NOT ASKED, THEY CAN ASSUME THAT YOU CAN DO IT YOURSELF.

BUT ... IF YOU INDICATE SELF INSTALL:
You don't get step 4 and 5 and you save R437.50, but you also sit with the hassle if not knowing when the line is ready, or if the line is really working. This proves that the R437.50 charge is just crap.

When I first installed ADSL in 1998 they provided one free filter with the modem I purchased from teklom.

The filter was never part of the ADSL installation fee, it was always part of the modem purchase.

The actuall installation of the filter will be done on request while the tekkie is there.

Thanks for the comprehensive reply.

For my situation points 1 to 4 (I did not ask technician to do 5) of your post were completed by the technician. Therefore I'm obliged to cough up. Laughable to say the least.
