ADSL ISP rates

At the moment, for capped ADSL, ISP's charge different rates depending on the line speed?
Why?
If Telkom decides to upgrade lines speeds, does this mean that ISP's will charge more?

by ISP's I assume you mean cybersmart as they are the only ones who do this...

ISPs that do that are stupid, i can't see the logic. why? a gig is a gig, the speed at what you go thru it has nothing to do with it still being a capped account at the end of the day
