ADSL Issues Bloubosrand - Randurg

I know but this is the latest most relevant thread there is for my problem.
I just moved into WaterFord View about two months ago, after spending the money to get the cable drawn into the house and getting my line moved i now have an issue.

Router is connect at 4096 but my download speeds seldom get over 0.5 mbps, is anyone else in the bloubosrand area having difficulties ?
