ADSL latency

i am having terrible problems with Axxess to-day and adsl keeps going down so if i have duplicated this post my apologies.
What i would like yo know is what is the acceptable latency on a 2 Meg line please.

On anything local I'd say below 30ms I constantly get below 10 to my ISP on 4Megs and clients 2 meg line always gets below 15. but if you do a trace you can see if you exchange might be the issue.
