I doubt it's on the line itself, because if it were, Telkom would effectively crush any ISP competition (even it's own devision)
Because that would mean, people who purchase more accounts to get, for instance, 15 gig a month, would only get 9 gig, no matter how many accounts they bought.
So, they would shoot themselves in the foot by doing this, and the SNO would be grinning all the way to the bank as the 50000 ADSL users switch to them.
I think they're probably talking about a 9 gig cap for local traffic, or perhaps *optimism* a 9 gig international cap.
Loosecannon was involved in the setup and implementation of the 3 gig cap, and the way he talks about it it seems very inflexible. So if they're writing new software, it's probably for that reason.
Putting a 9 gig cap on the line is like saying to the person, "listen, here's a phone line, you pay for every call on it, you pay monthly rental on it, but you can only make 10 phone calls"
