ADSL line installation

I'm moving to a new flat in January and need to sort out my internet connection. The current residents do not pay for a phone line / ADSL line, but apparently there was phone and ADSL in the flat two years ago (I have the old phone number and can see there is a physical phone socket). My question is:

If I now want a working phone line and ADSL connection, why do I have to pay telkom for a R500 (phone line) + R650 (ADSL) installation fee? Surely the physical hardware is all there, it's just a matter of creating an account with telkom to pay the monthly rental amount?
 
This is Telkom, expect the worst.
Probably a new number, and activation of the line plus the admin is what you'll have to pay for
 
First Find out if its possible to have an active line in the Flat,as unused ports on the exchange are usually assigned to somebody else(i may be wrong here though)
Then take one of the telkom closer packages(free installation) you pay abit extra depending on "benefits" of the package,but its like R30-R60 more p/m
Once the line is active,phone the 10210 number and opt for DSL self install(this is activated on the line,so expect to pay a pro rata rate in the first month,until the next billing cycle)

The installation fee can be waved but it depends on the flat/place.

I recently had the same thing (except wasn't moving the line, did a new line). The complex I was in only had part of the flats wired even though they planned for everything (residents didn't want a line even if they weren't using it). They pushed the date to some bulk install because the morons didn't realize there was a line installed there.

Good on you for getting the old number, could help them trace the circuit it was on etc, but because it's 2 years ago, they might have re-used that circuit for someone else, and/or the lines could have gotten damaged (between your flat and the blue/green box). That's why they insist on coming out and checking the line/ask the installation fee. However there's always a special where you get the install free or something. So just ask I guess.

Your first month's bill would be 2x that of your normal monthly bill anyway.
