I do hope it's not a stupid question but will some one let me know which it is?

Ie. is a 4Mb line 4megabits per second or 4 megabytes per second?

It's in bits per second or bp/s or bps.

The key indicator here is the case of the 'b'. Small 'b' = bits, big 'B' = Bytes. There are 8-bits in 1-Byte.

shh, leave him expecting 4 megabytes per second ;)
@OP, just kidding, expect just over 400kB/s
