ADSL line speeds

Hi GUys

Has anyone experience this before:-

On a 4 MB telkom line you get speeds similiar to a 384K line during office hours and
after 17:00 you get up to 4 MB speeds.

This has happened with multiple ISPs

Tested this over a week.
