No consumer all in one solution but you can either use mikrotik or ubiquiti devices along with your current router.
Ubiquiti is easier to set up. Look at ubiquiti unifi controller and ubiquiti unifi AP. You will need both units. Just keep in mind the controller will only work for traffics that passes through the AP attached to it. Any traffic going out directly from the router is not managed.

You can create a hotspot with the controller and create/print tickets to limit use.
