have a look at freeproxy, not active yet but as soon as it is, it will help you, please read also what its about.

I thank you for all your efforts in providing that freeproxy, but to answer to the initial question, i would say that freeproxy would do little if the ADSL connectivity is bad as it was friday, yesterday and today (in CT) and your proxy server location is affected by this.
