ADSL: Problem Encountered with Account Issue

Been having an unusual issue since Monday this week: Internet connection defaults loading the attached page when opening any browser - "Problem encountered with your account".

Accompanied by a complete loss of connectivity.

The Telkom line is up, and Afrihost network status is green - yet this is what I'm getting. A router disconnect and reconnect get's the internet back online but only for 10 - 15 min before it throws this error again.

Does anyone know what is causing the page, and who to hound about it? Afrihost say it's Telkom's exchange, and Telkom point us to Afrihost.
 
Afrihost ALWAYS say that.

I have once been throttled and they said the same thing.

In the end after months I found out that my payment did not go through although I did pay, but through another bank account.
I was forced to change my bank account due to fraud.

Nobody told me anything apart from that they logged a fault at Telkom.
