ADSL Problems in Gordons Bay

I am currently having an in that I have terrible latency. Pinging a server in CT takes between 900 - 2500ms. I have Telkom as well as MWEB account, both do the same, which leads me to believe that it is the exchange that is at fault. Is anyone else in GB experiencing this?

I have 6Mbps link speed.
 
Looks like it may have been my router. d-link 2750U after restart, ping is 14ms, and it slowly deteriorates to about 2500ms.
 
Im also from GB, I was home on the 14th last week and the line was so bad i couldnt get to red..i mean youtube.
Seems like a exchange issue, but im sorted now.
