Has anybody had luck in getting their install faster by quoting the ADSL regs ?

I am on month 3 of waiting for the ADSL install (do have a line - and I think no ports on the dslam) and im getting gatvol ...
 
3.6 – Telkom or SNO shall install the ADSL service within thirty (30) working days of receipt of an application if the applicant qualifies and resides within an ADSL-enabled exchange area.


My adsl available checker says my exchange is enabled.

I have sent a message for an official statement on why im waiting then plan to file a complaint for the reference so I can escalate to ICASA.

tried icasa.. no response...

tried pulling strings... no luck.......

i am about to escalate this beyond socially acceptable means but will update :)
 
Sorry, I'm afraid it was the 1st of Jan so you've missed the window for this year.
 
Wow, ICASA actually phoned.

Their official standpoint is the regulations do not count at all if there is a technical aspect to anything. The regulation pretty much covers plugging your line into the DSLAM, and even then if the operator where to say your wire is the wrong color and they need to swop it for another the regulation would then fall away and they can take as long as they feel like. If Telkom or SNO supply you with a reason for not installing they are safe.

When I said the regulations are not helpful at all then and are useless and provide no consumer protection he said "yes".

Slightly offtopic the ICASA dude had to call back several times cause his phone is working like total sh** and going silent and dropping all the time, funny stuff.
