Having seen quite a few posts and rants regarding TELKOM ignoring the ADSL Regulations that were published by ICASA during 2006, I decided to phoned ICASA.
My questions:
1. Are the Regulations from 2006 LAW, or merely guidelines
2. If they are law, may I lay charges against TELKOM at the SA Police Services(SAPS)?
3. If not, how do I address TELKOM ignoring these rules?

1. The ADSL Regulations are law, and not merely guideline.
To strengthen the above statement (for me), you can download the regulations from the ICASA website, which will state as follows on the title page :
Government Gazette

In other words, the regulations where promulgated.
2. All telecomms related complaints are handled by ICASA, and SAPS will not take down your charge (surprise?)
3. You can write an email to ICASA stating your complaint, or alternatively write them a snailmail letter, or a fax. I have the email addresses of two people to contact, but not sure whether to publish these or not, as the guy was actually quite helpful, and seemed well informed regarding the ADSL regulations.

So, instead of complaining amongst ourselves, lets play the game by the rules (Even though we think they suck, but throwing tantrums about the game and rules will not help much, just ask the parents of any 3 year old
