ADSL Router Pots - changing

Hi

I need assistance on changing the following or opening the ports, could
someone please inform me on how to properly do this.
I am using windows xp pro

Please therefore ensure that the port ranges listed below are not blocked on your network. If you are unsure on how to do so, please contact your router manufacturer:

1. 6384-16392 UDP
2. 5060-5065, 5723, 5711 UDP
3. 69 UDP

Please advise where to go and resolve the problem
