Ok let me be more specific. Will the AccessMax system allow people who are "out of range" to get adsl?

In theory (how I understand it) , Yes. It will be as if you are very close to the exchange, because the Mini-DSLAM is closer to you.

I need this now and not because I'm in an outlying area but rather because my immediate exchange is fibre (or at least this is Telkom's excuse), so I can't get ADSL

Actually they look to be the size of a decent sized rackmount hub so Telkom can put them in office parks and even flat complexes.
