ADSL setup advice, routing with two accounts

I need some advice, I'm going to try and run two accounts and see if it solves my problems.

1.) Capped ADSL account for daily use, streaming etc.
This is setup on the ADSL router.

2.) Night surfer account which will download at night.
This is a dial-up account on the download PC. (Win 7)

The above is already working.

The download PC will not be used for browsing or anything other than downloading, and sharing content on the network. So the dial-up account can remain permanently connected.

Now - how do I make a 100% certain the download PC does not somehow end up using the capped account if the dial-up connection drops, or the internet connection isn't available on the dial-up connection?

Secondly, I'd still like to use the port forwarding on the router to forward requests on certain ports to the download server, and it respond via the capped account. (this complicates things I think).
 
What I did is to write a little program as a service to make sure if that the PPPoE connection is alive and will auto connect.

And set a timer (i.e. you can run it from midnight to say 6am)

Guess there are better ways to do it, but that was just my experiment. :)
 
Ideally - something that limits SABNZB to only download from the one ISP account, that would be perfect.

You can probably use something like powershell to achieve what you did, but I'm not sure if it'll be fool proof... I might end up setting up a Pi to do pure downloading on its on subnet.
