ADSL speed perfect, ping crazy high!

Ping over 400ms, but getting 1.8mb/s off a 2mb line.

So download speeds are fine but ping is not. 0% packet loss as far as I can tell. What could the problem possibly be?This only starts happening in the evenings and if I phone telkom during the day they can't see any problems, but come 8pm my net is unusable.

My guess is exchange congestion.

they have over subscribed the dslam you are connected on
