ADSL speed problem?

I got my 192 line lastweek and I have some speed-problems, or what seems like speed problems. When I go to the Telkom Speedtest site, I can download the ftp test file at a rate of 17.9kB/s which is fair, but I cannot perform the http test. When I performed the speedtest through http://www.dslreports.com I got 16kbps (2kBs!) download speed and 152kbps upload speed. My torrents are almost dead (I am definitely using active torrents thriugh torrentspy.com) and my ADSL light on my modem keeps blinking intermittently. I called Telkom and thet say my line are testing all fine.

When I perform a normal download using DAP I get between 5 and 7 kB/s.

Any advice from anyone?

I am getting the same thingswith Azureus , all started yesterday. Torrents arent downloading at all and they do have seeds

Just completed a well seeded torrent using Azureus on my 192 line and got around 33kB/s down. I am using an ISP that uses IS -- do not know if that makes a diff.
