Who decides the download and upload speed? Telkom or ISP?

You pay Telkom for line speed X, Y or Z.

You pay ISP for account speed X, Y or Z on uncapped.

Capped accounts will run at the line speed you pay Telkom for.
 
Thanks for the reply. According to Telkom I am getting 10Mbps. so that speed is set by my ISP?

The speed you indicate in your screenshot is line speed. This is set by Telkom. It would seem to indicate you are indeed on the 10 Mbps profile (as pointed out by Lycanthrope) but as he also points out your actual bit of copper wire connecting you to the dslam in the telkom exchange is either too long or too crap to support the full 10 Mbps, and is therefore ramping down to about 6 Mbps in order to sustain sync.

SNR and attenuation figures are needed here.

You should be able to get 10 Mbps with those figures?:confused:

Not sure. I think the ISP I use buys from Cybersmart
 
Whatever, the line speed is determined by Telkom and the quality, or otherwise, of their copper. I'd be calling 10210 and asking them to check your account and line speed.
 
Line stats are excellent.....you should be able to get 10meg with no issues. Capped or uncapped account? Also, your service speed could be open for a 8meg service speed but locked on a C upto profile
