Adsl upload speed initially decent, then dips

Hi Guys

I'm on a 4mbps adsl line that recently began giving me problems with uploading. After resetting the router or logging in to a different isp my upload/download speed is normal (3.5mbps down /0.44mbps up) but after about an hour of being connected the upload speed dips down to 0.02mbps making even loading a website take a while.

My ping to local servers is never above 30ms, and if tried different isp's with no success.

I recently (with telkoms help) installed an underground cable directly from the areas exchange to to my house which is close by. Could it be that the cable is damaged? If so why does it sometimes work flawlessly?

If also tried different routers but still the upload speed halts after a while. Can you give me any advice to help solve this?

Only explanation I can think of is Exchange congestion, sadly there is not much you can but keep on reporting till telkom decides upgrade your exchange.
 
Could be a faulty port. Ask them for a port upgrade or the next best thing is to have your TI mobile data to a Telkom SIM.
