ADSL without an ISP account

I want to know if it is possible to use ADSL without connecting to a ADSL provider. I see a lot of these new mini-ISP guys setting up VPN proxies.

Is it possible to set up a connection DIRECTLY to a VPN provider and bypass your own ISP all together.

If it is illegal, who cares. I just want to know if it's technically possible.

To me it seems reasonable as all connections terminate @ telkom and not at the ISPs themseleves. Or did I miss a big piece of the puzzle here?

You need to be authenticated on Telkom's network so there is no way to bypass your ISP unless your VPN provider is allowed (by Telkom) to run a RADIUS server.
